Minority files motion to set aside 2022 Budget approval


    The Minority in Parliament yesterday, December 7, 2021, filed a motion to overturn the approval of the 2021 Budget by the Majority side on December 1, 2021.

    According to the Leader of the caucus, Haruna Iddrisu, they are seeking to set aside the purported Ruling of the 1st Deputy Speaker, Mr. Joseph Osei-Owusu on the said date against the Motion moved by him and seconded by Hon. Mahama Ayariga, MP for Bawku Central as captured on Page 9 of the Votes and Proceedings on Wednesday, December 1, 2021.

    Furthermore, he notes that this move by the First Deputy Speaker contravenes the Rules, Conventions, and Practices of the House and was actuated by bias.

    On Friday, November 26, 2021, Parliament rejected the 2022 Budget presented by the Finance Minister, Ken Ofori- Atta.

    This was after the Majority side had staged a walk-out after a disagreement ensued over a voice vote.

    Subsequently, on December 1, 2021, following a motion filed by the Majority Leader, Osei Kyei Mensah Bonsu, and a subsequent vote by the only Majority filed House, the Acting Speaker, Joseph Osei-Owusu ruled to expunge the earlier budget rejection from the records of the House noting that the said decision was in error and violation of Article 104(1) of the Constitution, 1992 thus approved the Budget.
